Convert media to .wmv?

I have a video that download from internet that have extension file ".wmv" but codec of video and audio that I get, it's not correct. It's have with audio decoder "Mp3" and video decoder ".flv". What program that I can use for encoding to ".wmv" ? (That's mean audio and video codec is windows media audio and video)
