Is it normal for your dog to bark back at you?

Whenever my puppy (14 weeks old) misbehaves or acts erratic, I'll sharply tell her "NO!" and she reluctantly follows orders but barks back at me while doing so (such as when I'm eating and she jumps up on me to reach my food). I feel as though I'm being irrational towards her behavior but on the other hand, if she's barking back at me I must be doing something wrong. Is this normal and what can I do to stop it if necessary? Thanks so much :)
