Can you have a vasectomy perfomed under 18 if parental consent is given for the operation?

Say, a kid who is 15, or 16 has sat down with his parents, and discussed a vasectomy proceudre, and has outlined the financial repercussions of children as well as other things he may not want about kids. If the parents agree, is it possible for a minor under 18 to have a vasectomy if given parent consent?
